Evaluation of the National Information and Communications Technology Strategic Plan 2009-2012

The Ministry of Trade, Industry and Commerce, Barbados required expertise to review the dated national Information and Communication Technologies Plan.    Roraima Consulting Inc. was contracted to assist in defining policy options and strategic objectives aimed at transitioning Barbados into a modern, 21st century E-country providing efficient services to its population and creating an environment to stimulate the innovation and creativity, productivity and international competitiveness of its people.

 

RCI:

 

 

1.      Reviewed the National Information and Communication Technologies Strategic Plan of Barbados 2009 - 2012;

 

2.      Identified deficiencies in the Strategic Plan;

 

3.      Formulated recommendations to address the deficiencies; and

 

4.      Proposed components and areas which should be addressed in a revised plan to ensure that the Government of Barbados achieves its goal of evolving into a modern knowledge society with an electronic and integrated Government.

 

After submission of the Final Report on the assignment, the client reported that it was:

 

of an excellent quality and in keeping with the agreed Terms of Reference.  There were indeed a number of areas suggested by the consultants that we have found useful.” 

Leveraging our strategic alliances for operational success

Guyana Defence Force (GDF)Telecommunications and Information Technology network

The Guyana Defence Force (GDF) needed to improve their operational and administrative Telecommunication and Information Technology infrastructure.  They solicited RCI’s help to conceptualize, design and engineer a totally integrated network for air, land and sea operations with terrestrial microwaves administrative network links to all bases.  RCI accepted the challenge, reviewed their network capacities and capabilities to developed requirements.  A proof of concept network which integrates HF, VHF, and UHF radios with land line connections to PBX systems for telephony and VOIP and internet services using VSAT was designed.

RCI developed a Request for Proposal and distributed it to our strategic partners.  The result was a joint proposal with our strategic partners for HF, VHF and UHF wireless radios tactical communications integrated to a UHF microware network for total connectivity to all military bases with land line trunking to PBX telephone.  VSAT provided VOIP and internet service.  VOIP services were integrated to a tactical network using analog telephone adapters to the PBX.

RCI and its strategic partners visited the GDF general staff and presented the proposal which was accepted as a phased implementation project.  RCI's professional services completed the design and engineering, procured the equipment and completed the implementation and deployment within nine months.

 

RCI took an idea, developed a concept network, designed a system and leveraged its strategic Alliances to implement and deployed the required network for our client on time and with the allocated budget.
